New Delhi: Lieutenant Governor of Delhi V.K. Saxena Instructions have been issued to streamline property registration and verification by registering all properties in the city. NGDRS Raj Niwas officials said on Saturday that the work would be completed by January 2025.

National Common Document Registration System He said that NGDRS has been implemented in all 22 sub-registrar offices in the national capital to streamline the property registration process, increase transparency, reduce processing time, and prevent fraud and corruption.

He informed that so far, 2.31 lakh properties have been registered with NGDRS in Delhi and the Lieutenant Governor has directed the officials to register all the remaining properties with NGDRS by January 2025 as well as integrate it with the property database of the Delhi Development Authority (DDA) and Municipal Corporation of Delhi (MCD).

The registration process will enable property buyers to check and authenticate the genuine ownership of the property, thereby eliminating chances of fraud, officials said in a statement.

This system will gradually pave the way for faceless registration of properties in the national capital. He said that with the implementation of NGDRS in all 22 sub-registrar offices, registration of properties in Delhi and other related services will now be easier, faster, and more transparent than ever before.

NGDRS is an online integrated portal for appointment, assessment, fee calculation, payment, document data entry, submission, and registration. It allows people to calculate stamp duty, registration fee, and other applicable charges through the property assessment module.

People can also book prior appointments for document registration at sub-registrar offices through this.

Officials said that as the documents registered under NGDRS are stored on a central server, there is no need to physically search for documents at sub-registrar offices as they can be found instantly with the deed number, PAN number, or property number, saving processing time.

He said the Lieutenant Governor reviewed the NGDRS in a meeting on Friday and directed the DDA to integrate its housing allotment and lease deed execution system with this system to eliminate possibilities of fraud in property registration.

He said that this would save the time of the sub-registrar in verification of the documents required from the DDA and people would get the documents registered on the spot at the sub-registrar’s office.

The Lt Governor has also directed the officials to provide certified copies of property registration online to the citizens without the need for them to visit the sub-registrar offices.

Officials said the MCD has been directed to integrate UPIC (Unique Property Identification Code) numbers with NGDRS, which will help collate all property data across the civic body and sub-registrar offices.

He said the integrated digital database of property registration will be linked to the property tax database and eventually the utility payment database. This will ensure a comprehensive and efficient registration process.

Besides, all the tax dues and notices issued on a particular property can also be traced from the database, he said.
